Both the Express Times' Sarah Mausolf and the Morning Call's Joe Nixon reported extensively on the
budget discussion agenda item of the
November 17, 2005 Board of Supervisors
meeting
.  They are a must-read.  Here's our short version of the rest of the meeting.  More meeting
details can be found on our
blog.  

  • The 2006 budget has been tentatively adopted so that it can be advertised properly.  Minor
    changes are allowed.
  • Supervisor Henning Holmgaard was appointed to be Forks' representative on the EAJSA.
  • The Police Department accreditation process is complete.  Chief Dorney is awaiting the
    results and expects to be in Harrisburg on December 13th to accept.  
  • The Howard Construction litigation is being withdrawn.
  • Roy White of the Easton Suburban Water Authority used the Comments section of the meeting
    to brief the Township on the acquisition of the City of Easton Water Authority.  He anticipates no
    increases to Forks' water users in the near term but since there will be $16 million borrowed in
    order to make necessary improvements to the water treatment plant, fees will go up.  
  • Gollub Park will be easier to access when the new public pathway in built.  It was finally
    approved.
  • All Supervisors concurred that Township officials should have permission of the Board to
    attend seminars if they expect to be reimbursed for their expenses.

The November 3, 2005 Board of Supervisors meeting was preceded by a budget workshop session and
interviews with two candidates for Forks’ open seat on the EAJSA.  The Express Times’ reporter,
Sarah Mausolf wrote an
article about it but the Morning Call’s reporter did not.  

Some of the things we learned at the meeting include:
  • Supervisor John Ackerman is against the Township’s making a contribution to the Community Action Committee of
    the Lehigh Valley, the agency that runs the shelters in Easton, Allentown, & Bethlehem.  Supervisor Henning
    Holmgaard is for a contribution but he does want to see the Safe Harbor budget first.
  • The Township’s employees are to receive an across the board 4% raise in 2006.
  • The Police Department will hire (2006) another officer and promote one to the rank of corporal - a move that will
    allow 24/7 supervisory coverage.
  • Two candidates are interested in serving the Township in the unpaid position of representative to the Easton Area
    Joint Sewer Authority.
  • The final walk through in the PD’s accreditation process will be on November 14 or 15.
  • Heather Lane residents are still having sewer problems after heavy rains.  
  • There is still some demand for a Township newsletter even though the news is online at the Township’s website.  
  • The Fire Department’s furniture move into their new facility is nearly complete.
  • A resident requested that the Board invite a representative from the soon to be consolidated Easton Water Authority
    - Easton Suburban Water Authority to speak at a meeting to inform us of what this consolidation’s impact will be on
    Forks residents.
  • A resident on Newlins Road West wants help slowing the traffic down.  The speed limit is 25 mph but it is ignored.
  • The old firehouse should be completely demolished by Monday.
  • Alex Gale (project manager for the new complex) said that there are a sizable number of additional project costs
    that he can attribute to the lack of good engineering.  He will detail them and the Township will back-charge the
    engineer.
  • The Police Department will have a bike rack.
  • The December 15th Board of Supervisors meeting should be held in the NEW meeting room!
  • The pathway to Gollub Park has been tabled once again.
  • The Board has agreed to petition the P.U.C. for a public rail crossing into the proposed Fort James III Industrial
    Park.  This will be for Braden Boulevard.
  • The Board agreed to purchase unused sewage treatment capacity from the Crivellaro family (via Williams
    Township.)
  • The Fire Department’s Five Year Plan was approved.
  • The Board has agreed to purchase a sign making machine as most of its street signs along intersections with
    State roads are not in compliance.  Currently there is no place to house this new machine but it is in the 2005
    budget.
  • Old Mill Road will have a bike lane and parking restrictions on the north side of Old Mill Road from Knox Avenue to
    Marigold Drive.
  • The new park building will get heat as soon as bids are received and a contract is awarded.
