The July 7, 2005 Board of Supervisors meeting lived up to its short agenda. Both Sarah Mausolf (Express Times) and Joe Nixon (Morning Call) were there and covered the big dollar item, the Frost Hollow swale, in their columns on 7/8/05. The Board awarded the contract to the low bidder, Nimaris Construction (Bath, PA). Engineer Fred Hay said that he thought the $797K project could be trimmed down to $500K by changes in the materials and other details. The Township and construction company plan to meet with the residents living along the repair to fill them in on what to expect during the work. Representatives from the Warren Hospital project won Conditional Final Approval after a lengthy discussion of whether or not the developer should pay in advance for the cul-de-sac extension (when the adjacent site puts in their part of the road.) Also at issue was the detention pond on lot 4 which apparently is dysfunctional because of a large sinkhole. The agenda item, Public Works Director, was discussed in Executive Session and it was tabled. Irene Hess (sic) was hired as a full time receptionist. Tim Weis, Zoning Officer, said that ten or so homeowners on Route 611 are taking advantage of the $30K federal grants to raise their homes. And, two residents spoke about issues they have, one with the Shawnee Middle School construction detention pond and one with zoning map as well as speeding and litter problems.

. Considering that this is prime vacation time, the 7/21/05 meeting of the Board of Supervisors . was well attended. The Morning Call (Jeff Christman 7/22/05) and the Express Times (Sarah Mausolf 7/22/05) reported on the meeting highlights. After an executive session, the Board voted to higher Gary Sandt (a long time employee and resident of Forks Township) for the position of Director of Public Works at a salary of $56K. He will be subject to a 90 day probationary period. The Temporary Retail Sales Ordinance 291 was passed. This will allow the Board to set fees for transient "tent" sales at higher rates than the vendors have been enjoying. Township Manager Kichline reported that the "memorial" tree forms and tree list are available at the front desk and will be online soon. Congressman Dent has scheduled a press conference at the Community Center for 7/25/05 at 11:00 AM to announce the "gaming bill." Dent chose Forks because of its recent Delaware Nation issues. Police Chief Dorney said that Forks will participate in the National Night Out on August 2, 2005 from 6-9 PM. (For details call the Township office or visit their website.)
The Sullivan Trail Commercial Land Development project was approved in a 5:0 vote. This is the old Laneco site and the Board was very enthusiastic over the proposed large commercial buildings (2) on the old Laneco footprint and a fast food restaurant and bank for the front portion of the parking lot. The developer did not disclose who the potential tenants will be. This project was rejected by the Planning Commission on 7/14/05 when the developer, One Up LLC failed to appear at the meeting. The project was on the agenda. At One Up's last appearance on 6/9/05, the PC objected to an entrance to the fast food restaurant from Sullivan Trail (southbound traffic only) and suggested ways to reconfigure the plan to allow better traffic flow through the parcel. A way to get kids safely from their bus stop on Sullivan Trail to the daycare center in the back of the lot was (and is) still an issue. Engineer Hay told the Board that he has no objection to the (southbound) Sullivan Trail entrance and the developer promised to "work something out" to get the kids safely from their bus stop on Sullivan Trail to the daycare center. The developer has made a donation of the land behind the old Laneco (approximately 2.7 acres) in lieu of paying Recreation Fees. All other Township fees will be paid.
AND, the big news of the night is that the damaged portion of FROST HOLLOW ROAD may be reopened in 3 weeks! KUDOS to PennDot!
