On June 7, the Board of Supervisors began their agenda at 6:15 PM with interviews of the four applicants for the open seat on the
Planning Commission. At 7:00 PM the three members of the Board in attendance took a walking tour of the proposed T-Mobile
site in the park. And, at 7:30 they began the regular meeting. Madeleine Mathias reported for the Morning Call.
Meeting highlights:
- A contract has been awarded to Miller Brothers of Norristown, PA to install the blinking light at Arndt Road and Bushkill Dr.
- The Township is working on a storm-water project on Newlins Road and repaving Mitman Road from Zucksville to Bushkill
Drive.
- The traffic light for Meco/Sullivan will likely be installed this year.
- There are two non-running police vehicles for sale to anyone who wants to bid. They are valued at less than $1000 each.

- The PEMA loan for the new fire truck has closed. The term is 15 years at 2%.
- Strausser Enterprises has withdrawn its final plans for Riverview Phase 6.
- The written Zoning Hearing Board decision on Ordinance 298 has been received by the Board. Solicitor Kline expects the
appellants to appeal the decision to the Northampton County Court of Common Pleas.
- The lightning-struck parking lot surveillance camera has been replaced and is "up and running."
- The fire department 1989 utility truck will be getting a new body and complete new paint job from Reading Body Works
through the Harrisburg PAC program.
- The revamped purchasing and bidding procedures have been approved by the Board.
- Jacob's Farm 2 is now called Village at Fox Crossing.
- The Business Privilege Tax has been raised from $15 per year to $30 and can now be changed by resolution instead of by
ordinance.
- The Board interviewed four applicants but made no decision yet.
- An Executive Session was held to discuss the applicants, the continuing non-uniformed employees' contract, and
(announced by both Kline and Engineer Fred Hay) potential litigation.
- According to Supervisor Miller, Forks' summer basketball league, with its 157 teams, is the largest in Pennsylvania!
- Planning Commission Vice Chairman, Dean Turner, asks that residents come to the 7:00 PM workshop on Tuesday, June
26th and volunteer for work on the public input segment of the Comprehensive Plan redo! He suggested that everyone "tell
friends."

The June 21st Board of Supervisors main meeting was relatively short but informative. The Board re-interviewed the four
applicants for the Planning Commission unexpired term. They voted during the meeting.
There was no press there to witness:
- The appointment of Dan Fazekas to the Planning Commission. Approved in a 4:0 vote (Nicholas was absent.)
- The 25-year plaque presentation to Tom Seip - by Ackerman on behalf of the Board of Supervisors.
- The terms of the non-uniform employees finally negotiated and settled contract! It is a 5 year contract and guarantees 4%
increases for each of the five years.
- The (via letter) request by Tax Collector June Vail to increase the "tax certification" fee from $10 to $15. In addition to her
duties as tax collector, she also certifies that taxes and sewer and garbage bills are up-to-date for title companies who
need this prior to a house being sold. There was no motion to make the change.
- Resident Ken Nagy asked again (third time) that the Board look into getting its 1/2 mill back from the County (for open
space) since Forks is ineligible to receive any of the money. He also suggested that the Board hire a full-time,
professional grant writer. He said that that person would pay his/her way.
- The publication/prodution of the Forks Quarterly is now in the hands of Township Manager, Rick Schnaedter.
- The Two River Council of Governments (COG) will hold its July meeting in Forks. They have presented the Township with
a copy of proposed bylaws as well as a copy of the COG mutual aide agreement - Public Works For Emergencies
(participation results in FEMA reimbursement eligibility).
- A 3:1 vote to continue talks with T-Mobile for a cell tower in the Forks Community Park - Howell was the dissenting vote.
Ackerman and Miller said they want the money. Hoff favored continuing the talks but gave no reason.
- Solicitor Kline announced that Scott Gingold has filed an appeal of the Zoning Hearing Board decision (large file) affirming
Ordinance 298 (allowing the grocery use in the Economic Center zoning district). Kline said that there were no other
names on the appeal. The appeal goes to the Northampton County Court of Common Pleas and it will likely be joined with
Gingold's other appeals (that of the Weis Conditional Use and Weis' Land Development Plan) into one appeal which will
be decided by a single judge.
- A Forks resident asked the Board to develop and enact a noise ordinance for residential areas. The police were called but
could do nothing when a private party in her neighborhood used amplifiers and disturbed the residents.

. . . Help Wanted - Not Too Late! Forks Comprehensive Planners Seek Residents' Input
Forks residents responded and did come to the Planning Commission Workshop (read Madeleine Mathias - Morning Call - 6/27/07) on June 26th to volunteer for the four residents' committees that will help create the newest revision of the Forks Township Comprehensive Plan.
For those of you who were not able to attend and/or cannot commit to regular meetings, you can still be involved. Your input is welcome on whatever occasional schedule you can manage. A calendar with the tentative first meeting schedule and committee coordinators' contact information is in the link above and HERE. You may also contact Township Manager Rick Schnaedter for more details.
It's not too late to be involved!
Tentatively: The committees expect to meet twice a month. Their notes/results will presented to the Planning Commission in September and incorporated into the Comp Plan draft for review in October. A November public meeting is anticipated.
